Cost-Based Optimizer doesn't work on Docker (local-ydb) #25885
Description
any image, for example ydbplatform/local-ydb:latest
- NO tenant is created (and no simple way to create it manually). So tables are created directly in Root
- StatisticsAggregator is not started in Root
- CBO doesn't work at all
