This change moves the Parser documentation to a different documentation directory to help clean up and better organize our docs site. The goal is to have the /en/ section of our docs focus on browsable guides and have our /supported_tools/ more or less stand alone as an "appendix".
Putting this in a separate dir allows us to apply better theming to these pages, more suited to their purpose (TBD).
