Updates the removed and deprecated github action versions that are currently on the master branch.
Adds dependabot.yml which will scan and automatically create pull requests to update the deprecated versions for newer versions.
auto-dependabot.yml will make the pull request auto merge if the tests passed. This ensures it's up to date, see https://github.com/ScrollLang/skript-parser for an example of how dependabot works successfully.
Removed the cache, because it's not really needed.
