Description

This PR contains changes needed to run JEDI atmospheric variational DA with a GSI-based EnKF ensemble. This configuration is currently being used in the near realtime global parallel running on WCOSS2.

The changes in this PR do not alter the behavior of GDASApp ctests or g-w CI.

How has this been tested?

This workflow is used on WCOSS2 to run the the near realtime GFS v18 atmosphere only parallel. The parallel is configured to run C382L127 atmospheric JEDI 3DEnVar with a C192L127 GSI-based EnKF 40 member ensemble. The gfs cycle is only run at 00Z with a 5-day forecast.

This PR will remain in Draft until GDASApp PR #1973 is merged into GDASApp develop.
