Description
为grid reduce增加
cuLaunchCooperativeKernel的调用接口，目前未启用（见TODO处），等后端支持cooperative groups后再开启版本说明：
cuLaunchCooperativeKernel从CUDA 9.0开始支持，由于Paddle从2.6开始就要求CUDA>=11.0，所以这个调用是兼容的Pcard-85711
