It looks to me like these packages get installed via the user-data script anyway

For net-tools, iptables, and nftables, the installer is controlled by preseed on Debian, but the cloud-init like user-data file in Ubuntu. On ubuntu 20, for some reason it can't find those packages in the installer, so I moved installation of those packages into ansible.
