IMPORTANT: depends on #2712 to be applied first.

Description

This patch adds an extra panel to the /retraction/Q... aspect for retracted articles which have citations to them with CiTO annotation (via an ask first, such as original implemented by Carlin for /work/). For some articles this information is very rich, as for the Wakefield article (Q28264479).

Caveats

  • Breaking change (fix or feature that would cause existing functionality to not work as expected)
  • This change requires a documentation update
    • I have made corresponding changes to the documentation
  • This change requires new dependencies (please list)

Testing

Test this PR on two articles, one with CiTO annotation and one without. The first should show a screenshot like above, and the second to confirm no panel shows up when no CiTO annotation is available.
