Add timeout and error handling in FastAPI uvicorn server

This PR improves the stability of the FastAPI server by:

• Adding timeout configurations (timeout_keep_alive, timeout_notify) to uvicorn.run().
• Wrapping the server run logic in a try-except block to gracefully catch startup errors and unexpected failures.

This ensures better production readiness by avoiding hangs and providing debug info on failure.
