Add ability to pass extra secrets to agent container

This PR adds ability to pass extra secrets to HCP agent and additional policies to attach to ECS task execution role.

Seems like the change doesn't have an issue. But the underlying version change on the examples breaks the functional tests and static scans. Reviewing this as part of #39
