Summary
Add TMDSv4 interface for /tasks and /tasks/stats endpoints
Implementation details
This PR add the required interfaces and handles for two new TMDS endpoints. Actual impl will follow in respective repositories.
Testing
Tested by creating a local dev ami and deploying on the ec2 instance with actual impl. In this PR added required UTs for testing.
New tests cover the changes: yes
