- Bumps MicrosoftBuildVersion from 17.8.3 to 17.8.43
- Propagates new version transitively to related MSBuild properties (TasksCore, Framework, UtilitiesCore) via existing property references

This means that you either need to include those packages in 9.0 SBRP or make it use the N-1 version. @dotnet/source-build can you help you further with this. |
These packages will have to be added in 9.0 SBRP. SBRP is a self-service repo, so please follow the guidance here. You can use dotnet/source-build-reference-packages#885 as a reference. |

Looks like the PR was merged. I will trigger the SBRP -> Runtime 9.0 subscription once the changes have gone through the build promotion pipeline. |
