This PR backports PR #807 , #822
The
MyGetfeed has been deprecated and tool publishing moved thenew pkgs.dev.azure.com, causing build failures. Upgrade arcade files to the latest fromrelease/3.xbranch to fix the issue.This PR also removes
dotnet-tryfeed defined inNuget.configsince the new feed already exists asdotnet-tools.
