Refines the link check configuration to improve reliability and accuracy. Removes retry logic and adds 429 to the list of accepted status codes.

Remove retry logic and adds 429 to the list of accepted status codes. The retry logic was test with #206 and it didn't work.
The 429 is being returned by GitHub due to rate limiting when checking GitHub links.
