Removed mentions of proxy protocol from ece-load-balancers.md

Proxy protocol isn’t used in on‑prem ECE load balancer setups; references were misleading.

Suggested we also fix the 9443 line (which is TCP mode as well)

@igor-kupczynski I see this doc PR is still open, but I'm wondering for 9443 if we will ultimately say to use TCP mode without proxy mode. Is that right? (therefore users would need a Network LB rather than an Application LB.)

I see @AlexP-Elastic had made this suggestion in the resolved conversation

Use *TCP mode* for port 9443 for API key authenticated traffic between clusters for cross-cluster search (CCS) and replication (CCR), if used.

https://github.com/elastic/docs-content/pull/3122/files/a433bf4ebf9ffd4b8247506db694cf4290a6460c#r2372665357

The existing (incorrect?) 9443 bullet is stating to use HTTP . This is what initially prompted the internal conversation about this doc update.
