This PR adds the Medicated Emacs starter kit, a ready-to-use vanilla enhancement meant to keep the true Emacs spirit. Includes the LSP (Eglot, base Emacs), modern completion, QOL, common programming and markup languages, etc.
Medicated Emacs stays true to the vanilla Emacs experience. The config is small and easy to read, and there are no frameworks to learn.
Medicate Emacs is designed for Emacs >29, and is licensed under the 0BSD license.
