Auto deploy on Open VSX and VS Marketplace

With these changes, new versions are deployed whenever you create a new git tag.

Other steps are still needed along with merging this PR, I sadly don't know them all but these should help:

What's the disadvantage of https://github.com/EclipseFdn/open-vsx.org/wiki/Auto-Publishing-Extensions? As long as PATs are still a thing, they have to be rotated regularly and there's no automatic method to do that. So I would have to create and update PATs for two marketplaces then which I would like to avoid if possible.

i.e. autopublishing is only meant as a last resort.

@letmaik I created a PR to auto-publishing, but can cancel if thats a route you don't wanna take. EclipseFdn/publish-extensions#996
