This PR adds support for the Belarus (BY) region to the Meshtastic channel options, defining the allowed frequency range of 433.075 MHz - 434.775 MHz with 10 milliwatt power restrictions, as per Belarus radio frequency regulations.

• Adds new BY enum entry to RegionInfo with Belarus-specific frequency configuration
• Includes regulatory documentation reference for Belarus radio frequency usage
• Adds minor formatting cleanup (blank line at end of companion object)

you may want to open issues/MRs in the other clients as well (iOS, web, python) for full support

@jamesarich it looks like all other clients pick up values directly from protobufs. So meshtastic/protobufs#800 is only dependency now.
