I don't think this is acceptable to merge.
I have concerns with this data, but I'm opening a PR for the sake of awareness/discussion.
I grabbed the certified results from Utah Lieutenant Governor's site (file: 2016 Primary Election Results).
My main concern is the apparent omission of many races from the source file. Most notable is President, but it also looks like the majority of US House and Senate, as well as State House and Senate races are not included.
I originally thought that maybe they didn't publish results for uncontested races, but the missing Presidential primary data contradicts that idea.
Smaller thing to note:
The results for Governor and Lieutenant Governor were reported in the same column. I copied the format from some of the General precinct results and combined them with only last name, eg:
Clinton/Kaine(though, not all of the results in that file follow that format).
