This adds two security and code quality workflows that we run in other Quantumlib repos:
The Open-Source Vulnerabilities scanner, an open-source vulnerability scanner developed by Google. It will report findings in the Security tab of this repository.
The OpenSSF Scorecard, a code-scanning system recommended by Google's GitHub OSS team. Once it starts running, Scorecard will report findings in the Security tab of this repo as well as create and update a report page at the following URL: https://scorecard.dev/viewer/?uri=github.com/quantumlib/tesseract-decoder.
These will be invoked on every pull request as well as on a weekly schedule. They are intended to find security and best-practices issues in the code, and complement the already-running CodeQL scanner.
