This adds support for package_tool to install packages outlined by a wrapper.yaml file. This will allow wrappers to keep track of their own dependencies within the respective repos. This adds `--wrapper_config` which supplements other options, for instance it does not override `--packages`. Co-developed-by: Cursor

Description
This adds support for package_tool to install packages outlined by a wrapper.yaml file. This will allow wrappers to keep track of their own dependencies within the respective repos. This adds

Before
We had a mix of the Zathras orchestrator and wrappers managing packages.
After
We can remove the package list in Zathras's test configs and keep track of the dependencies within the wrapper repositories.
