I disagree with this change. We asked for this line to be put back as a temporary fix the problem of oversimplification in the success criteria previously which dropped the "complete" test suite requirement for every feature, and also errantly dropped the need for sending/receiving or publishing/consuming implementations to interoperate with each other.

The current paragraph is, stylistically, very ugly in my view. We have two sentences in a row which both begin with

In order to advance beyond Candidate Recommendation, each normative specification...

and, in my reading, the only real difference between the two sentences is that the second refers to a test suite, whereas the first talks about individual tests. I realize this is not a literary text, but our documents should have a minimal stylistic quality in my view.

If the simple deletion is not acceptable, maybe a more thorough rewording of the paragraph is necessary, but I am not sure what exactly the full message should be.
