feat: Add ReportCard and ReportsList components

Description

Implements report display components for research categories and individual reports without payload integration.

• ReportCard: Displays individual report details (title, date, description, download link)
• ReportsList: Renders collections of ReportCard components
• ResearchCategoryCard: Shows research category with image, title, description, and CTA
• ResearchCategoryList: Grid layout for category cards
• Tests with snapshot verification for all components

Fixes #1345
