Left to do:

• Pubsub failure is because infra is located in [yaml]: Phase2 High Usage Yaml examples #35279
• Wait until [yaml]: Phase2 High Usage Yaml examples #35279 is merged
• Reconcile conflicts since a little bit of shared code with [yaml]: Phase2 High Usage Yaml examples #35279 and improvements on jdbc reads etc with this PR.

LGTM, going to give the red test suites one more spin but I do not think those failures are related here

Looks like the linting problem is in Vertex AI text embeddings, putting a fix out in #35461. Merging this here.
